QUESTION:

Due to the current Covid-19 pandemic, it seems many people will not be paid any salary and not having savings will mean they will be below the Nisab threshold for the first time.

Does one have to be below the Nisab rate for 1 year before being eligible for zakat?

ANSWER:

In the name of Allah, Most Compassionate, Most Merciful

One whose zakātable items and surplus non-zakātable items are valued below the niṣāb threshold is eligible to receive zakāt, and this does not have a time limit attached to it.

Surplus non-zakātable items are those items that are never used and/or are beyond one’s basic necessities.[1]

In light of the above, it is clear that one does not have to be below the niṣāb threshold for one year to be eligible to receive zakat. Rather, whenever one’s zakātable items and surplus non-zakātable items are below the niṣāb threshold, he/she is eligible to receive zakat.

(منها الفقير) وهو من له أدنى شيء وهو ما دون النصاب أو قدر نصاب غير نام وهو مستغرق في الحاجة فلا يخرجه عن الفقير ملك نصب كثيرة غير نامية إذا كانت مستغرقة بالحاجة كذا في فتح القدير.

الدر المختار (2 / 339):

(هو فقير، وهو من له أدنى شيء) أي دون نصاب أو قدر نصاب غير نام مستغرق في الحاجة.
